SACRAMENTO - As his campaign for universal health care reaches a make-or-break phase this summer, aides to Gov. Arnold Schwarzenegger say he will begin to emphasize a fear felt by millions of Californians: that they'll lose their health insurance and not be able to replace it on their own.
